Pre-Congress Workshop: The Role of Public Fleets in Disaster Response and Recovery

A joint program of the APWA Fleet Services and Emergency Management Technical Committees (Fee: $100 member/$120 nonmember) Put yourself in these fleet managers´ shoes: Thirty inches of snow in one weekend and mechanics and drivers were still working sixteen hours on, eight hours off - twelve days after the storm. Three back-to-back hurricanes and there was so much debris in the roads that one fleet department nearly ran out of tires to replace the flats. Mechanics and technicians worked diligently through the first two storms, but the third one was the straw that broke the camel´s back. The Northeast Blackout shut down power in one town for most of a weekend. The fleet department found itself in a tug of war between city departments like police, fire, and public works; private ambulance crews; and even, local media outlets for access to the department´s generator-powered fuel pumps. Predictions for Fleet in 2009

When looking ahead to the next 12 months, I foresee reduced operating costs for fleets offset by increased depreciation expense caused by anemic resale values and decreased incentive monies. Here’s why I believe this will be the case, along with other predictions for 2009.

2008: One of the Worst Years in Fleet History

I can’t recall a year as tumultuous as 2008. The year started with the Jan. 1 termination of the $1.8 billion merger between GE and PHH and ended with the near bankruptcy of GM and Chrysler. In between, we witnessed record fuel prices, then a spectacular freefall in fuel prices, a dismal used-vehicle market, unprecedented credit gridlock, the inability of some fleets to order new-vehicles, and fleet delivery disruptions due to a UAW strike and an epic Midwest flood that submerged rail lines.
