PORTLAND, Ore. --- Beginning July 2007, gas stations in Portland must ensure that their diesel contains at least 5 percent biodiesel and their gasoline contains at least 10 percent ethanol. The Portland City Council last week approved an alternative fuel proposal by Commissioner Randy Leonard. Station owners had opposed the plan. They argued the mandates would drive up processing costs, and the resulting higher prices at the pump would prompt customers to buy their fuel outside city limits.
